TomCgcmfc
Works fine both ways for me. Just try it both ways to see what you prefer. I use a Vive Pro and Oculus Quest 2 and I normally start up SteamVR then select a VivePort game from the SteamVR void library panels.
violar
Steam is technically the Vive's native platform. So Yes. You can launch the content you purchased on Steam from VIVE if you've already downloaded the content to your computer, and vice versa.

violar
Ok so I just tested this for games a bit. The games do not get added to your steam account, but when SteamVR is opened, some of them do get added to your library. But not all of them... for me, Firebird and Music Room get added, but Pearl, theBlu, Stonehenge, and Mars Odyssey do not.
HackPerception
Viveport's DRM is handled entirely via the Viveport client. As such, you'll need to have the Viveport desktop client involved one way or another to launch the content. When you click "Play" in Viveport, it's doing more than just launching the .EXE, it's running a series of scripts and stuff like DRM entitlement checks. You might be able to point another launcher at the .exe, but unless Viveport is open in the background it probably won't launch.
